Frequently asked questions
Does an apartment conversion always need a design?
Not always. If the work does not affect load-bearing or stiffening structures, technical systems or the façade, it is not a conversion within the meaning of the Building Code. If it does, you need a design and a building notice or building permit. From 1 August 2026, a conversion in a residential building with three or more apartments generally needs a building permit; for changes to technical systems a building notice is enough. Your project manager will assess your plan based on your request.
Is the apartment association's consent needed?
If the change affects jointly owned parts (e.g. load-bearing walls, the façade, shared pipework), you need the consent of the apartment association or the co-owners. Where needed, the local authority also involves the association in the procedure itself.
What if the conversion has already been done?
Changes already made can be documented and legalised retrospectively.
